The project
A residential development in East Anglia combining the conversion of a historic maltings with new build plots, where Avalon provided contract administration and completion certification across the whole development, more than twenty units and plots, together with the site infrastructure.
The brief
A developer releasing units over several years needs each one formally certified as it completes: certification the buyer’s lender will rely on. That means unit by unit inspection and certification sustained over years, plus the site wide elements, infrastructure, external works and set up, certified in their own right.
What we did
- Unit by unit completionPractical completion certified as each home reached completion, across the converted building and the new build plots.
- Site wide worksThe external and infrastructure works that serve the homes certified in their own right.
- Lender ready certificatesProfessional consultant’s certificates provided for individual homes, the certification mortgage lenders require.
- Account to closeThe account carried through interim valuations to an agreed final account over several years.
The RICS guidance
Certifying completion home by home rests on the RICS Black Book guidance Defining completion on construction works, alongside Interim valuations and payment and Final account procedures.

Volume delivery is not one big decision; it is the same rigorous decision made correctly dozens of times.
The outcome
The developer had one practice carrying the certification thread from first unit to final account, with homes released to the market formally certified and ready for lenders.
